Parents tie up man accused of flashing children

OKLAHOMA CITY – Parents living at a southwest Oklahoma City apartment complex made a citizen’s arrest of a man who allegedly flashed their children Saturday.

Jay Frederick Spiel, 63, was tackled and tied up by residents in the 4300 block of S. Barnes around 4 p.m. Saturday.

Police said they didn’t know Spiel was a registered sex offender with previous convictions of rape, lewd acts with a child and forcible sodomy.

“I thought it was disgusting,” witness Yenita Cerna said of the incident.  “It was just nasty.”

She took cellphone video of a large group of parents who became very angry with Spiel, who allegedly exposed himself to five little girls who were playing outside.

“I was standing right there and you just see a whole bunch of Mexicans chasing the white guy and I was like, ‘what happened,’ Cerna said. “You just see the little girls coming out crying.”

Police said those girls, all under the age of 14, saw Spiel pull up, get out of his car, then pull his pants and underwear down, exposing his genitalia to the girls.

They told officers Spiel began smiling at them and waving his genitalia at them.

The girls ran to tell their parents, who came outside, tackled the suspect and, according to Cerna, tied him up with Christmas lights.

Police were thankful but did not condone the parents’ actions.

“None of them were injured in this case but had we had a suspect that was angry and determined to get away, possibly even armed,” Sgt. Jennifer Wardlow said. “It could have ended a lot differently and those parents could have been injured.”

But Cerna is one resident who is grateful Spiel didn’t get away.

“It’s scary,” she said. “I live here and some guy just walks around showing his stuff to everybody. Like, it’s weird.”

Wardlow said Spiel’s car had an Oklahoma Emergency Management license plate and was equipped with several radios, however he is not employed with the Emergency Management Department and lied to residents when he said he was “security.”

Spiel was behind bars at the Oklahoma County jail Monday evening.
