HOUMA, La. (WGNO) - A Louisiana man is behind bars accused of a horrific crime.

"Every serial killer you've ever heard of, they were killing animals and doing some crazy stuff," a neighbor told WGNO.

Authorities say 53-year-old Richey Kiffe was arguing with his girlfriend when she went next door to avoid a fight.

When Kiffe didn't respond to a text message, his girlfriend went back to her house and made the horrific discovery.

Officials say the head of a 1-week-old Chihuahua puppy was sitting on the doorstep.

"Cut the head off and just left it right there for her to see," said Jim, the woman's next door neighbor. "He strangled the rest of them and put it in a bag and slid it under the couch."

In all, Kiffe is accused of killing four puppies.

"That's what starts off serial killers," Jim said.

When police arrested Kiffe for the crime, he told them he was sleeping and didn't know how the dogs died.

However, he later admitted to being drunk.

"The head that he cut off was the only puppy that she wanted," Jim said.

Kiffe is charged with four counts of aggravated cruelty to animals.
