WEST, Texas–Families whose lives were destroyed when a fertilizer plant exploded in their town are now furious that FEMA is refusing their requests for help.

FEMA is refusing to provide any money to rebuild the small town that was leveled by the explosion in April.

Agency officials say they reviewed the town’s appeal for the funds but the impact of the explosion was “not of the severity and magnitude that warrants a major disaster declaration.”

The explosion killed 15 people, destroyed numerous homes and a school in the town.
