EDMOND, Okla.- An Edmond city administrator is on paid leave following a criminal investigation.

Anita Breen, the human resource director for the City of Edmond, is accused of stealing another woman’s wallet at the checkout counter of the Target store in Edmond.

According to the court affidavit, Breen was spotted on store surveillance cameras taking the woman’s wallet and leaving the store.

Detectives were able to track her down through bank records.

When confronted, she originally told police she left the store to see if she could find the woman and return the wallet.

However, court records show she later admitted that she “probably spent” the cash and shredded everything else.

Anita Breen faces two felony charges.

Edmond City Manager Larry Stevens confirmed that she is on paid leave but would not comment further on the case.
