Juvenile affairs worker arrested for allegedly raping teen in state custody

OKLAHOMA CITY – Authorities say they have arrested a woman who is accused of raping a teenager who was in the custody of the state while she was a worker at the Office of Juvenile Affairs.

Officers were called to look into reports of the program manager having a sexual relationship with a 17-year-old boy in the custody of the Office of Juvenile Affairs.

The boy allegedly told police 32-year-old Susan Fraser gave him a cell phone after he was discharged from a local facility so he could contact her.

According to court documents, the victim also told authorities they had sex at an Oklahoma City motel.

During an interview, police say Fraser allegedly admitted to having sex with the teen in her car and at the motel.

Fraser was arrested for two counts of first-degree rape.
