Convicted sex offender offers to be chemically castrated

Flint, MI (WNEM) – A 54-year-old convicted sex offender offered up an unusual punishment in addition to jail time.

Larry Hocken, of Davidson, pleaded guilty to possession of child pornography in June and will serve at least 12 years in jail.

Court Documents state Hocken expressed a quote “willingness to undergo chemical castration,” which means administering medication to reduce testosterone levels and, subsequently, any sexual urges.

He offered to have himself castrated to show he won’t commit a similar crime again.

Hocken admitted to downloaded nearly 2,000 images of child pornography.

Hocken made the offer because he wants to be sentenced to a prison facility that offers treatment and increased safety for sex offenders.

Due to constitutional restrictions on cruel and unusual punishment the judge could not order Hocken to undergo the treatment. However, Hocken could waive his rights to undergo the treatment voluntarily.
