STOCKTON, Calif. – Many dog owners don’t enjoy going on a stroll with their pet, but one woman’s unusual tactic for walking her dog could land her in hot water.

Amanda Brajkovich told KOVR that she was shocked when she saw a woman driving down the road with a dog tethered to the car.

She says pulled out her cell phone and captured video of the woman and confronted her.

“We have a lack of humane education not only for adults obviously in this case but as children as well,” said Phillip Zimmerman, with Stockton Animal Services.

Now, Stockton Animal Services has opened an investigation into the case.
