Church youth leader arrested for crimes related to child pornography

PONCA CITY, Okla. – A Ponca City church youth leader was arrested for crimes related to child pornography.

According to officials,  agents with the Oklahoma State Bureau of Investigation Internet Crimes Against Children Unit arrested a volunteer youth leader for a Ponca City church.

Joel Bolay, 27, was arrested at his home for crimes associated with the production and distribution of child pornography.

The OSBI say they received a cyber tip from the National Center for Missing and Exploited Children that someone had distributed nude images of a prepubescent female child over the internet.

A joint investigation by the OSBI and Ponca City Police resulted in quickly identifying the child in the images.

After the investigation, an affidavit for the arrest was presented to the Kay County District Attorney who filed charges against Bolay for producing child pornography, distributing child pornography, and lewd/indecent acts with a child under the age of 16.

Bolay was booked into the Kay County jail where he is being held on $50,000 bond.
