BARTLESVILLE, Okla. — Washington County deputies have arrested a man in connection with a body found outside of Bartlesville.

The undersheriff confirmed that deputies arrested Scott Charles Offutt, 21, for first-degree murder, according to KJRH.

Deputies found Kyler Holeman, 21, on a rural road Thursday evening outside of Bartlesville.

Deputies and police said they obtained a search warrant to gather more evidence. After investigating, Offutt was found and arrested Saturday morning.

Friends of Holeman are shocked to hear about his death. They describe him as a caring and joyful person who had just recently moved back into town.

Quartlan Phillips, a longtime friend of Holeman, said he’s not someone that will be forgotten.

“I saw him about two weeks ago and heard from him on Sunday, so it’s hard to say that he’s gone, but he’ll definitely be remembered in my heart,” Phillips said.
