OWASSO, Okla. — A woman placed a suspect under citizen’s arrest after she spotted a peeping Tom in the Owasso Target dressing room.

According to Owasso police, the woman was trying on clothes when she noticed a man looking under the door.  She opened the door and yelled, “What are you doing?”

Police say the man tried to run away, but the woman stayed on his heels, flagging a police officer on the way.

Reports say the woman held Douglas Collins down until the officer arrived.

Police say Collins admitted to looking into the dressing room to watch the victim undress. Collins also admitted to peeping at several stores in Owasso over the last year.

Police obtained Target surveillance footage and Collins’ cellphone as evidence.

Collins was booked into jail for peeping Tom and was released Tuesday after posting $500 bond.

Owasso police are asking anyone who may have witnessed Collins’ behavior on other occasions or may be a victim themselves to call the department at (918) 272-COPS.
